CHANCEN-Verbund – Scientific Support for the Startchancen Program

The CHANCEN-Verbund provides the scientific support framework for the Startchancen Program, Germany’s largest education initiative aimed at improving equal opportunities in the school system.

The Startchancen Program is a nationwide joint initiative of the federal government and the German states designed to strengthen educational equity and further reduce the link between educational success and social background. It is aimed at around 4,000 schools in challenging circumstances and reaches approximately one million students across Germany.

Launched on 1 August 2024, the program is designed to run for ten years and is funded jointly by the federal and state governments with 1 billion euros each per year, resulting in a total investment of around 20 billion euros. The Standing Conference of the Ministers of Education and Cultural Affairs has described the Startchancen Program as the largest education program in the history of the Federal Republic of Germany.

Against this backdrop, the CHANCEN-Verbund operates in an environment of exceptional strategic relevance. Its role is to provide a strong scientific foundation for the program while contributing to a coherent and credible overall public presence.

The project combines research-based guidance, educational policy relevance, and strategic communication, helping to ensure that the scientific support of the Startchancen Program is both analytically robust and clearly positioned within the broader public and institutional landscape.
